The sheriff's website at www.co.carver.mn.us/government/sheriffs-office provides current contact details and department information. The site may have forms, press releases, and news about recent law enforcement activity. Checking the website before calling or visiting can save time. Office hours and procedures can change, especially for records requests, so it is worth confirming current hours before making the trip to Chaska.

Carver County borders Hennepin County to the north. Many residents live near the county line and some incidents may involve both county and city police. If the incident you are researching happened inside a city's limits, that city's police department likely holds the primary records. For incidents in unincorporated areas or county roads, the sheriff's office is the right contact.

How to Request Carver County Police Records

Under Minn. Stat. 13.03, you have the right to inspect public government data for free. You do not need to give a reason for your request. Copies cost $0.25 per page for the first 100 pages. If the agency denies your request, it must point to a specific statute that makes the data private. General claims of sensitivity or internal use are not sufficient grounds for denial under Minnesota law.

To request Carver County police records, contact the sheriff's office at 606 East 4th Street in Chaska, or call (952) 361-1231. You can also send a written request by mail. Your request should include the type of record you need, the date range, and any case number or person's name that will help staff locate the file. The more specific you can be, the faster the office can process your request.

Note: Records connected to active investigations are not available while the case is open. Once the case closes, most related records become public. The agency will tell you if a record falls under this exception.

Written requests should include a return address so staff can send copies or contact you with follow-up questions. If you are requesting records about yourself, you may have access to additional private data beyond what the public can request. The data rights section below covers your options as a data subject.

What Police Records Are Public in Carver County

The screenshot below shows the Minnesota BCA background check portal, one of the statewide tools available for searching criminal history records for Carver County and all Minnesota counties.

Minnesota BCA background checks police records

The BCA background check system at dps.mn.gov/divisions/bca/Pages/background-checks.aspx covers statewide criminal history data, including records from Carver County.

Minn. Stat. 13.82 is the core law for public law enforcement data in Minnesota. From the moment of arrest, the following data is public: name, age, sex, and address of the person arrested; the charge or alleged offense; the date, time, and place of arrest; and the name of the arresting agency. This data is available to any member of the public. No court order is needed, and you do not need to explain why you want it.

Incident reports from calls for service, crime reports, and other documents created during law enforcement activity may also be public. The key question is whether the case is still open. Booking photos are public in Minnesota. 911 audio recordings are private, but 911 transcripts are generally public. Active investigation data is withheld until the case is resolved.

Victim information is sometimes protected. For domestic violence, sexual assault, and crimes involving minors, victim names and personal details may be redacted before records are released. The agency will flag any redactions in the records it provides.

MCRO at publicaccess.courts.state.mn.us lets you search Carver County court cases by name or case number at no cost.

MCRO covers cases filed in the 1st Judicial District, which includes Carver County. Search by name or case number to find filed charges, hearing dates, and case outcomes. This is especially useful if you want to check whether a Carver County arrest led to charges in court and what happened with the case. The system is free and available around the clock.

Keep in mind that MCRO only shows court filings. It will not show arrests that did not lead to charges, or police contacts that did not result in a case being filed. For a complete picture, check both the sheriff's records and MCRO. The Carver County courthouse in Chaska is where you can search case files in person during business hours.

BCA Criminal History Searches

For comprehensive statewide criminal history records, the Minnesota Bureau of Criminal Apprehension (BCA) is the right agency. Call the BCA at 651-793-2400, option 7, or visit dps.mn.gov/divisions/bca/Pages/background-checks.aspx. The BCA maintains records from all counties in Minnesota, not just Carver.

Under Minn. Stat. 13.87, BCA criminal history data is generally private, with limited public access for people currently in the criminal justice system. Full certified records require a formal process with fees. For quick court case lookups, MCRO is free and easier to use. For formal background checks with complete history, the BCA formal process is the right route.

Your Data Rights Under Minnesota Law

The Minnesota Government Data Practices Act, Minn. Stat. 13.025, makes government data public by default. Any data held by a government agency in Minnesota is open unless a specific law classifies it otherwise. This applies to Carver County just like every other county in the state. The agency bears the burden of justifying any refusal to provide data. You do not need to justify your request.

Under Minn. Stat. 13.04, you have the right to inspect data about yourself held by any Minnesota government agency. You can request corrections to data you believe is wrong, and you can contest data within 30 days of learning about it. Appeals must be filed within 60 days. These rights apply to data held by the Carver County Sheriff, court system, or any other county agency.

Note: If Carver County denies a records request without citing a specific statute, you may escalate to the Minnesota Department of Administration's Information Policy Analysis Division for a formal review.

Agencies must respond to records requests promptly. Simple requests should not take weeks. If you are waiting without a response, follow up by phone or in writing. In most cases, a few business days is a reasonable expectation for straightforward requests like a single arrest record or incident report.
