Douglas County Sheriff's Office

The Douglas County Sheriff's Office is located in Alexandria, the county seat of this west-central Minnesota county known for its many lakes. The county has around 40,000 permanent residents, and the population grows significantly during summer months when seasonal visitors arrive. The Sheriff patrols unincorporated areas of the county, manages the jail, and keeps police records for all incidents handled by county deputies.

Alexandria has its own police department that handles calls within city limits. Alexandria's records stay with that department and are not held by the Sheriff. If you are not sure whether a record belongs to the Sheriff or the Alexandria Police, call the Sheriff's Office first. They can confirm which agency handled a specific call.

Note: Douglas County sees a significant increase in population and activity during summer months. Records requests submitted during peak season may take longer to process. Calling the Sheriff's Office to confirm current hours and expected turnaround time before submitting a request is a good idea.

How to Request Douglas County Police Records

The Douglas County Sheriff's Office takes public records requests in person and by mail. Walk-in requests go to the office in Alexandria. Mail requests should go to the same address, directed to the Records Division.

No official request form is required. A clear written description of what you need is sufficient. If you have a case number, include it. A case number is the fastest way to make sure the right record gets found. Without one, provide the date of the incident, its location, and the names of anyone involved. Broad or vague requests may need follow-up before the office can locate the record and begin processing.

Under Minn. Stat. 13.03, inspecting public records in person is free. Paper copies cost 25 cents per page for the first 100 pages. Electronic records may carry a fee based on the actual cost to produce them. Any denial must come in writing and must cite the specific statute that classifies the requested data as nonpublic. A denial that lacks a statutory citation does not comply with Minnesota law.

Response timelines are set by state law. Data subjects get a response within 10 business days. Third-party requesters have 30 days. If you do not receive a response within the applicable window, you can follow up in writing and reference the legal deadlines.

What Douglas County Police Records Are Public

All Minnesota law enforcement agencies must follow Minn. Stat. 13.82 when handling police data. This statute defines exactly which records the Douglas County Sheriff's Office and every other agency in the county must release on request.

Public arrest data includes the time and date of the arrest, the location, and the name, age, sex, and home address of any adult taken into custody. The charges filed, whether a weapon was used, and whether the person was held or released are all public from the moment of arrest. You do not need to explain why you are requesting this data.

Incident data is public as well. That covers the type of incident, the location, and which agency responded. Booking photos are classified as public data under Minnesota law. 911 call transcripts are public. The audio recording of a 911 call is private, but the written transcript of the call is not.

Private records include juvenile files, victim identity in sexual assault and domestic violence cases, and data linked to active criminal investigations. After a case closes, some previously confidential data may become releasable. If you believe an investigation has ended and you are being told it is still active, you can ask the agency directly for a determination on that question. The agency must respond.

Data Rights Under Minnesota Law in Douglas County

The Minnesota Government Data Practices Act is the statewide framework for public records access. The core rule is in Minn. Stat. 13.025: all government data is public by default. The Douglas County Sheriff's Office must have a specific legal basis to deny any records request.

Access and fee rules are set by Minn. Stat. 13.03. In-person inspection is free. Copies are 25 cents per page up to 100 pages. Every denial must be written and must cite the specific statute used to withhold the data.

Data subjects have additional rights under Minn. Stat. 13.04. You can ask what private data a government agency holds about you, and the agency must tell you. When an agency collects private data directly from you, it must issue a Tennessen Warning explaining what data is being collected, why, who can see it, and what happens if you choose not to provide it.

You can request corrections to data you believe is wrong. If the agency agrees, it fixes the record. If it does not, it notes your objection in the file. Criminal history records follow additional restrictions under Minn. Stat. 13.87, which limits who can access that data and why. The Minnesota Department of Public Safety at dps.mn.gov provides oversight for statewide data programs and BCA operations.

Other Records Sources in Douglas County

The Sheriff's Office holds police reports. The Court Administrator in Alexandria holds case filings and court records for the 7th Judicial District. These are separate offices with separate records. If an arrest in Douglas County led to charges, check MCRO first. Getting the case number from MCRO before contacting the Sheriff makes the police records request faster and more specific.

City police departments, including the Alexandria Police Department, maintain their own records separately from the Sheriff. For incidents that occurred in Alexandria or another city, contact that city's department directly. The Sheriff's Office does not hold city department records and cannot fulfill those requests.

For research involving multiple people or multiple counties, the BCA is a more efficient tool than contacting each county separately. For a single specific incident in Douglas County, the Sheriff's Office or city police department is the right starting point.
